Supposed rarities from 15 years ago

I've been hearing for maybe a couple of years now how difficult it is to find cards from about 15 years ago. I'm not sure of the exact time period, but I think it's around 2000-2005. I don't go looking for cards from that era very often, so I'm just basing it on heresay, and please don't turn this into an internet legend, because I'm still trying to get that 1966 Topps Grant Jackson-Bart Shirley card thanks to "legend". But I've definitely seen it discussed. It mostly has to do, I think, with buying boxes of cards of certain sets from that time period. They either are too expensive or just not that available. And I've heard this complaint enough times that I've started treating cards from this time as pseudo-rare finds. Recently, a couple of cards from that time period landed my way. Fur-cation

Today marks the first day of my five-day furlough. Like hundreds, if not thousands, of businesses across the country, my workplace has mandated furloughs for employees across the board over the next six months. Ask anyone who has taken one of these things and they'll tell you they don't know how to feel. On one hand, you're away from that daily headache called work. On the other hand, there's no money coming in. In fact, this is the first period in which I have gone without pay since I was between jobs in college. When I think about it that way, I get depressed. So I'm not gonna think about it that way. I'm focusing totally and solely on the vacation part of it. I have an entire week of being able to do whatever I want (if doing whatever I want doesn't involve spending any money).
